After reviewing different theories and vies on the nature of international system and politics after the cold war, the author considers the rise of a new industrial super bloc, the main development after the end of the cold war. This super block has a unified and definite policy regarding any challenges to the capitalist world system. Any crisis and instability in the Middle East can have considerable effects on the international system, and any challenges raised by countries in the region to the interests of the industrial super bloc face its harmonious stance. We suggest that though internal and external factors such as geographical attributes, domestic groups, national and social characteristics, public opinion, the structure of international system, the nature of the global economy, regional alliances, international institutions and international law, have, to various degrees, influenced the Israeli foreign policy, but the nature of the Israeli state i.e., Zionist, functinalist and ethnicisit attributes, has been the main factor shaping the Israeli foreign policy.]]></dcterms:abstract>

This network of constructive rules forms the modern Iranian political discourses which are studied in this paper in terms of progressivist, identity-seeking, and contemporary political discourses. Each of the above political discourses has its major challenge and characteristic. The major challenge, according to progressivists, is the backwardness of the Iranian society and the attempt to solve it and its characteristic is the relationship between intellectual and political elites. However, the identity-seeking discourse, as opposed to the progressivists, believes in the confrontation of cultural and political elites. Finally, the contemporary political discourse maintains that its major challenge is the relationship between tradition and modernity and it is characterized by academic studies.]]></dcterms:abstract>
