To this end, the US has tried to put into practice a plan under the name the New Middle East, inorder to maintain its presence and dominance over this strategic region with the aim of securing and conrolling energy sources, containing Islamic revival and awakening and assuring the security and superiority of Israeli regime in the region. To carry out the plan, the US started out from Iraq, and, upon the downfall of Saddam in 2003, intended to bring about a new order on the basis of Western style and interests and restructure the region in the context of the plan. But, after 9 years of American presence in Iraq, the Iraqi Shiite, on the top of Islamist groups, against American desire and will, controlled the power and, as a result, the US, not only failed to implements its plan, but also, by the end the year 2012, was forced to withdraw its forces from Iraq. The main question of this article is what was the role Iraqi Shiite groups in deafting American new Middle East plan? Our hypothesis is that the Iraqi Shiite groups, thought playing a positive and constructive role, coordination and applying the element of Marjaeyyat, that is, following the line of supreme Shiite religio-political leader, that had played the key role in the entire phases, succeeded in rising to power and nullifying American plan for  New Middle East. In this work, we will refer to library sources, conduct field studies and interview with key Iraqi Shiite groups personalities' and experts, employ personal experiences and observation to establish our hypothesis.}, keywords = {New Middle East plan,USA and Iraq Shiite Groups}, title_fa = {بررسی تأثیر گروه‌های شیعۀ عراق بر عدم موفقیت طرح خاورمیانۀ جدید}, abstract_fa = {س ایالات متحدة آمریکا به‌مثابة یکی از بازیگران اصلی منطقة خاورمیانه که پس از فروپاشی شوروی، مدعی رهبری نظام تک‌قطبی جهان شده، طی دو دهة گذشته تلاش کرده است عامل مؤثری در شکل دادن به منطقة خاورمیانه باشد؛ برای این منظور، طرحی را با عنوان خاورمیانة جدید در جهت حضور و تداوم سلطة خود بر این منطقة راهبردی با هدف تأمین و کنترل منابع انرژی، مهار بیداری اسلامی ملت‌های منطقه و تجزیه و تضعیف دولت‌های منطقه به‌منظور حفظ امنیت و برتری رژیم غاصب اسرائیل، به‌اجرا درآورده است. آمریکا برای اجرای طرح خاورمیانة جدید، عراق را نقطة آغاز قرار داد و با سرنگونی رژیم صدام در سال 2003 قصد داشت با ایجاد نظام جدید مطابق الگوی غربی و تأمین‌کنندة منافع غرب، نظام‌های منطقه را در چارچوب آن طرح دگرگون کند؛ اما پس از گذشت 9 سال از حضور آمریکا در عراق، شیعیان عراق که در رأس آنها گروه‌های اسلام‌گرا قرار دارند، برخلاف میل و خواستة آمریکا به‌قدرت رسیدند و در نتیجة آن، آمریکایی‌ها نه‌فقط به اهداف طرح خاورمیانة جدید دست نیافتند، بلکه در پایان سال 2012، به خروج از عراق مجبور شدند. پرسش اصلی این مقاله این است که «گروه‌های شیعة عراق در عدم موفقیت طرح خاورمیانة جدید آمریکا چه تأثیری داشتند؟». فرضیة ما این است که گروه‌های شیعة عراق با عملکرد مثبت و هم‌افزایی و به‌کارگیری عنصر مرجعیت که در مراحل مختلف، محوریت پیدا کرده بود، موفق شدند قدرت را در عراق در دست گرفته، از این راه طرح آمریکایی خاورمیانة جدید در عراق را با عدم موفقیت روبه‌رو کنند. در این پژوهش، افزون بر بهره‌گیری از منابع کتابخانه‌ای، از روش میدانی شامل مصاحبه با صاحب‌نظران کلیدی گروه‌ها و جریان‌های شیعی عراق و نیز مشاهد‌ه‌ها و تجربه‌های شخصی استفاده شده است و با استفاده از روش تحلیلی- توصیفی داده‌های اسنادی و گردآوری‌شده از تحقیقات میدانی، تجزیه و تحلیل شده است تا در جهت رد یا اثبات فرضیة یادشده نتایج به‌دست آید.}, keywords_fa = {New Middle East plan,USA and Iraq Shiite Groups}, url = {https://jpq.ut.ac.ir/article_55581.html}, eprint = {https://jpq.ut.ac.ir/article_55581_05467dd8720e25584993ee526cd1a4bf.pdf} }
