Although there have been consensus of opinions regarding the threats arising from terrorism, why is it then that the international cooperation has been inefficient for campaigning against this phenomenon. This text is according to the international relations’ theories in response to the mentioned question and it has taken all opportunities and limitations of each theoretical approach of realism, liberalism and constructivism into consideration by explanatory and analytical methods. The prevalence of realism and the arising thoughts of it, have gained more attention due to the reason that the accepted realistic traditions of government have had conflicts with some of the consequences of existing mechanisms of international relations for campaigning with terrorism. From the findings of this article, it can be elicited that the different perceptions of governments from the phenomenon of terrorism, and the discrepancy of opinions in defining terrorist operations have led to the conflict in recognition of meaning which is a big obstacle in international cooperation. Thus, the existing distance in governments’ priorities which are according to the national interests of each nation, has deeply influenced the process of international cooperation. In addition, the effort of big powers for exploiting the opportunities of international cooperation in respect to advancement of their own interests and targets is the main reason of failure in cooperation and campaigns of international organizations against terrorism.}, keywords = {Campaign against terrorism,Constructivism,International terrorism,Interpol,Liberalism,NATO,Realism,United Nations}, title_fa = {مبارزه با تروریسم بین‌المللی: الزامات عملی و چالش‌های نظری}, abstract_fa = {این مقاله در پی واکاوی بخشی از علل ناکامی دولت­ها و نهادهای بین­المللی در مهار تروریسم فزاینده است. اینکه با وجود اجماع نظر موجود دربارۀ تهدیدهای ناشی از تروریسم، چرا تاکنون همکاری­های بین­المللی برای مبارزه با این پدیده ناکارامد بوده است. متن حاضر، از چشم‌انداز نظریه­های روابط بین­الملل در پی پاسخگویی به این پرسش برآمده و با روشی تبیینی و تحلیلی، امکانات و محدودیت­های هر یک از رویکردهای نظری واقع­گرایی، لیبرالیسم و سازه­انگاری را مدنظر قرار داده است. غلبۀ واقع­گرایی و تفکرات مبتنی بر آن، به­سبب تعارض سنت­های واقع‌گرایانۀ پذیرفته‌شدۀ دولت­ها با برخی نتایج حاصل از سازوکارهای موجودِ همکاری بین­المللی برای مبارزه با تروریسم، بیشتر مورد توجه بوده است. یافته­های این مطالعه نشان می­دهد که در ابتدا، درک متفاوت دولت­ها از پدیدۀ تروریسم و اختلاف­نظر در تعریف عملیات تروریستی، که به تعارض در شناسایی مصادیق منجر می­شود، مانع بزرگ همکاری­های بین­المللی است. سپس، فاصلۀ موجود در اولویت­بندی دولت­ها که براساس منافع ملی هر یک از آنها شکل می­گیرد، فرایند همکاری­های بین­المللی را به­شدت تحت تأثیر قرار می‌دهد و علاوه‌بر آن، تلاش قدرت­های بزرگ برای بهره­برداری از این فرصت­های همکاری بین­المللی در جهت پیشبرد منافع و اهداف خود، زمینه­های اصلی ناکامی همکاری­ها و نیز نهادهای بین­المللی در مبارزه با تروریسم است.}, keywords_fa = {Campaign against terrorism,Constructivism,International terrorism,Interpol,Liberalism,NATO,Realism,United Nations}, url = {https://jpq.ut.ac.ir/article_62855.html}, eprint = {https://jpq.ut.ac.ir/article_62855_9692fb4e34460b65cfdeb877f782b537.pdf} }
