In spite of historic factors and Anglo-Saxon pride that never let Britain to letdown themselves, different viewpoints of the UK governments, media and Public opinion that was generally based on incomplete knowledge and information on EU set-up had been the reasons that lead to the rise up of a mark called “ European reluctance” or “European skepticism”. Britain was reluctant from the first to be a member of European Coal and Steel Community so that in 1973 showed this reluctance in incompatibility with EU’s common policies (like Common Fisheries Policy, Common commercial policy, Common Agricultural Policy, Economic and monetary affairs, Foreign & Security Policy and …. ) and also with not accepting the EU’s most important integration symbols like euro zone and schengen agreement. This article, based on intergovernmentalism-supernationalism’s theories of regionalism, opens up the hypothesis that Britain’s transatlantic tendencies that showed itself in “special relations” with united states and in the other hand aggregation of more power in EU institutions that lead to the more sovereignty transference were the main reasons of reluctance that at the end voted “yes” to Brexit in 23 June 2016. This article is a descriptive-analytic article and used deductive methodology for reaching the article’s main goals}, keywords = {European Union,European reluctance,Brexit,intergovernmentalism,supernationalism,Britain}, title_fa = {بررسی و تحلیل ساختارمند روابط بریتانیا و اتحادیۀ اروپا از عضویت تا برگزیت (براساس رویکردهای بین‌حکومت‌گرایی و فراملی‌گرایی)}, abstract_fa = {رابطۀ بریتانیا و اتحادیۀ اروپا از ابتدای عضویت این کشور بسیار پیچیده و پرفرازونشیب بوده است. علاوه‌‌بر مؤلفه‌های تاریخی و غرور آنگلوساکسونی که موجب شد این کشور هیچ‌گاه خود را در حد اتحادیۀ اروپاپایین نکشد، نوع نگرش دولت‌های مختلف، رسانه‌ها و افکار عمومی بریتانیا نسبت به اتحادیۀ اروپا و حتی دانش و اطلاعات کم در زمینۀ سازوکارهای اتحادیۀ اروپا موجب ظهور برچسبی با عنوان «بی‌میل اروپایی» یا «شکاک اروپایی» شد. بریتانیا از همان اوایل دهۀ 1950 در راه پیوستن به جامعۀ زغال و فولاد بی‌میل بود و در ادامه نیز پس از پیوستن به این جامعه در سال 1973 این بی‌میلی را در ناسازگاری با سیاست‌های مشترک (همچون سیاست‌های مشترک کشاورزی،تجاری،شیلات، سیاست دفاعی- امنیتی و ...) و نپیوستن به مهم‌ترین نمادهای همگرایی این اتحادیه همچون منطقۀ یورو و شنگن نشان داد. این مقاله با بهره گرفتن از نظریات منطقه‌گرایی بین‌‌حکومت‌گرایی و فراملی‌گرایی این فرضیه را مطرح می‌کند که تمایلات بیشتر فراآتلانتیکی بریتانیا که در «روابط ویژه» با ایالات ‌متحده خود را نشان داده است و همچنین تمرکز بیش‌ازحد قدرت در نهادهای اتحادیه که به واگذاری هرچه بیشتر حاکمیت منجر می‌شد، از مهم‌ترین عوامل بی‌میلی و در نهایت رأی به خروج این کشور در همه‌پرسی 23 ژوئن 2016 بود. این مقاله از نوع توصیفی-تحلیلی بوده و از روش‌شناسی استنباطی به‌منظور نیل به اهداف تحقیق استفاده‌ شده است.}, keywords_fa = {اتحادیۀ اروپا,بریتانیا,بی‌میلی اروپایی,برگزیت,بین‌حکومت‌گرایی,فراملی‌گرایی}, url = {https://jpq.ut.ac.ir/article_64063.html}, eprint = {https://jpq.ut.ac.ir/article_64063_e83f21931b2c348a7e389d13581b9b6d.pdf} }
