After a review of the cultural and civilizational turn in international relations and foreign policy theories, and the theory of Iranian civilization’s basin and the concept of cultural Iran, the author argues that politics and political factors play more important role and somehow overshadow the cultural and civilizational ties. By concentrating on Iran-Tajikistan cultural cooperation, especially in reviving the ancestral alphabet (Persian) to replace the Russian (Cyrillic), the author explains how politics in general and political differences in particular, brought those enthusiastic and cherished efforts into a stalemate if not a deadlock.}, keywords = {cultural and civilizational shift,ancestral alphabet,Iranian civilizational basin,cultural theory of IR}, title_fa = {روابط فرهنگی ایران و تاجیکستان: زنده کردن خط نیاکان و چالش سیاست}, abstract_fa = {این مقاله بر آن است که علی‌رغم اهمیت نظریه‌های فرهنگی روابط بین‌الملل و نقش عناصر فرهنگی و ارزشی به‌عنوان متغیرهای مهم سیاست خارجی، سیاست و امر سیاسی همچنان جایگاه برتر را در شکل‌دهی روابط میان کشورها در عرصۀ جهانی دارد و می‌تواند عامل شتاب یا تضعیف همکاری‌های فرهنگی باشد. مقاله با مرور مباحث نظری مربوط به چرخش فرهنگی و تمدنی در روابط بین‌الملل و سیاست خارجی و نیز نظریۀ حوزۀ تمدنی ایرانی و ایران فرهنگی که بر ضرورت تمرکز روابط ایران با کشورهای حوزۀ تمدنی تأکید دارند، اهمیت برتری سیاست در روابط بین‌المللی و سیاست خارجی را نشان می‌دهد و به آزمون می‌گذارد. نگارنده با انتخاب روابط فرهنگی ایران و تاجیکستان که در عرصه‌های گوناگون در دو دهۀ پیش به جلوه درآمده‌اند و با تمرکز بر همکاری‌های دو کشور در زنده کردن خط نیاکان (فارسی) در برابر خط روسی (سریلیک)، نشان می‌دهد که علی‌رغم تلاش‌های هر دو کشور و نخبگان فرهنگی آنها در این راه، سیاست و عوامل سیاسی مانع اصلی این همکاری‌ها شده و آنها را به بن‌بست کشانده است.}, keywords_fa = {cultural and civilizational shift,ancestral alphabet,Iranian civilizational basin,cultural theory of IR}, url = {https://jpq.ut.ac.ir/article_72205.html}, eprint = {https://jpq.ut.ac.ir/article_72205_3b1278d5042c4f5d7cd803eeb2e31082.pdf} }
