This is because, the first yieldesrelative gains, while the latter accountes on absolute gains in cooperativeatmosphere. Also, Neoliberal Institutionalism, unlike Neorealism, believes that withthe help of international institutions, one can gain international cooperation. Thesecond step of this argument is structured around the competing views of "energyindependence" and "energy interdependence" regardes.
