During these years, which coincided with the last decades of the Qajar Dynasty, Iran participated in multilateral diplomatic processes in spite of its weak internal and external power position. This research, while cognitive of the centrality of Geneva based intergovernmental political and specialized organizations of the time under study, their resourceful archives, as well as the lack of necessary attention in the study of modern Iran to the documents found in these archives, attempts to raise and reply to related queries: This research is shaped by visiting the archives of the League of Nations, the International Labor Organization, the International Union of Telecommunication and the International Committee of Red Cross. This is the source of Iranian fascination in multilateral diplomacy at the beginning of the twentieth century, with elements of continuity in this process until the end of that century.
