CHANGING THE ANARCHIC INTERNATIONAL SYSTEM TO REGULATORY INTERNATIONAL SYSTEM: A CONSTRUCTIVIST CRITICISM OF KENNETH WALTZ'S VIEW

Abstract
One of the most important concepts in IR literature is anarchic international
system proposed by Kenneth Waltz in his theory of "structural realism". Anarchic
international system, which is composed of a structure and interacting units,
determines the character of actor's behavior. Waltz argues this is a stable system is
stable, that the only way to change it is to make changes in its ordering principle and
distribution of capabilities. Here, however, the author believes that, contrary to
Waltz, the anarchic international system changed into regulatory international
system, because of changes in the units as well as regulation of activity within the
international community.
