Post-Modernism is a predominant approach in theory making while globalizing process. Accordingly, social and political concepts are figured so different from the past epochs. Political development is affected by this approach and is entitled a new attitude which originates from progressing of sciences, production technologies, telecommunications and information exchanging in all sides and levels. As a result, the change in criteria of development, has led in changing of definition, description and explanation, regarding post modern theories. Power relation, including state, civil society and citizenship, encounters this paradigmatic shift. Sometimes we observe dogmatic and abstract beliefs, sometimes identical and empirical views, and also accompaniment, interaction and contraction among them. Probably, modern attitude can’t analyze the recent problems of political development.
