پایایی و پویایی ناتو در محیط امنیتی جدید پس از جنگ سرد

چکیده

با پایان جنگ سرد بسیاری بر این گمان بودند که عمر ناتو نیز به‌سر آمده است و با از بین رفتن تهدید شوروی دیگر دلیلی برای تداوم فعالیت ناتو وجود ندارد. در مقابل، برخی دیگر از تحلیل‌گران بین­المللی با اشاره به تغییر شکل نظام بین­الملل (براساس نظریۀ واقع‌گرایی ساختاری) به‌واسطۀ فروپاشی اتحاد جماهیر شوروی و تغییر شکل تهدیدهای بین‌المللی (در نتیجۀ آن) معتقد بودند که در دنیای پسا جنگ سردی، پیمان آتلانتیک شمالی (ناتو) با تهدیدات متنوع و جدیدی روبه‌روست؛ تهدیداتی که چه به لحاظ موضوعی، چه به لحاظ جغرافیایی و چه به لحاظ پیچیدگی از گستردگی و تنوع به‌مراتب بیشتری در مقایسه با دوران جنگ سرد برخوردارند؛ البته تهدیداتی که توجیهاتی محکم برای ادامۀ حضور و فعالیت این سازمان فراهم می‌آورند. با توجه به این مقدمه، در این پژوهش، با استفادۀ تکمیلی از روش تحلیل محتوای مقوله‌ای دلایل پایایی و پویایی ناتو در دوران پس از جنگ سرد و در درون محیط امنیتی جدیدبررسی خواهد شد. استدلال محوری این پژوهش این است که نیاز به حفظ موازنۀ قدرت در قالب موازنۀ تهدیدات جدید برآمده از تغییر ساختار نظام بین‌الملل، مهم‌ترین ضرورت پایایی و پویایی ناتو در دوران پس از جنگ سرد بوده است.

چکیده [English]

By the end of the Cold War many believed that the NATO’s life was over and with disappearance of the Soviet Union, NATO has no reason to continue its existence. In contrast, other analysts pointed to the reshaping of the international system, followed by the emergence of new threats as the main reasons supporting NATO’s survival after the Cold War. Keeping this intro in mind, the main argument of this research is that the necessity for keeping the balance of power in the form of balance of new threats, is the most important argument that will justify NATO’s survival after the Cold War.
