تحلیل مفهوم خیر عمومی و برساخت آن در اندیشۀ سیاسی یورگن هابرماس

چکیده
خیر عمومی به‌عنوان یکی از مفاهیم اساسی در اندیشۀ سیاسی تاکنون به‌صورت مستقل بررسی نشده است. درحالی‌که این مفهوم در کنار مفاهیمی چون منافع عمومی، مصالح عمومی، سیاست‌گذاری عمومی، کالاهای عمومی و منافع مشترک و خیر مشترک، اساس و بن‌مایۀ اغلب رویکردها و جدال‌های مکاتب گوناگون را شکل بخشیده است. در گفتمان متداول علوم سیاسی، خیر عمومی به امکانات مادی، فرهنگی یا نهادی گفته می‌شود که اعضای یک جامعه در آن اشتراک منافع دارند. خیر عمومی مفهوم مهمی در فلسفۀ سیاسی و اندیشۀ سیاسی است، زیرا نقش مهمی در تفکر فلسفی دربارۀ ابعاد عمومی و خصوصی زندگی اجتماعی دارد. در این مقاله ضمن بازشناسی و تحلیل مفهوم خیر عمومی و مفاهیم مرتبط با آن؛ دیدگاه‌های یورگن هابرماس در ارتباط با مقولۀ خیر عمومی بررسی شده است. هابرماس نقطۀ آغاز مفهوم خیر عمومی را در شکل‌گیری کنش ارتباطی می‌داند، به‌گونه‌ای که این کنش می‌بایست مبتنی بر سازوکار اخلاق گفت‌وگویی شکل بگیرد و اصل تفاهم و مفاهمه شاکلة اصلی آن باشد. در این صورت می‌توان در یک زیست‌جهان و نظام کنش ارتباطی، تصور شکل‌گیری کنش خیرخواهانه در شهروندان را داشت که به خیرعمومی در جامعۀ ایده‌آل منجر می‌شود. این مقاله می‌کوشد به شیوۀ توصیفی – تحلیلی و با استفاده از منابع معتبر کتابخانه‌ای مفهوم خیر عمومی را در اندیشۀ سیاسی یورگن هابرماس بررسی کند.

چکیده English

Public good as one of the basic concepts in political thought has not been distinctly explored. Similar to key concepts such as public interest, public policy, public goods, shared interests and common good, this concept has been the basis of most of the debates of various schools  of thought. In the popular discourse of political science, public good refers to those material, cultural, or institutional possibilities in which members of a community share interests. Public good is an important concept in political philosophy and political thought, because it plays an important role in philosophical thinking about the public and private dimensions of social life. While recognizing and analyzing the concept of public good and related concepts, the authors examine Jürgen Habermas's views on the public good. Habermas considers the starting point of the concept of public good in the formation of communicative action in such a way that this action should be based on the mechanism of dialogue ethics and the principle of understanding and communication as its main form. Hence, in an ecosystem and communication system, one can expect the development of citizens’ benevolent and charitable actions, which lead to public good in an ideal society.
