مبادلات نفت و گاز و همکاری بین‌المللی (با) ایران

چکیده

یکی از تفاوت‌های جدی مکاتب نوواقع‌گرایی و نهادگرایی نولیبرال در روابط بین‌الملل به موضوع همکاری مربوط می‌شود. پیروان نهادگرایی نولیبرال بر خلاف طرفداران نوواقع‌گرایی معتقدند که در روابط بین‌الملل، حتی در شرایط هرج‌ومرج و فقدان حاکمیت مرکزی در سطح جهان، می‌توان با کمک نهادهای بین‌المللی به همکاری‌های بین‌المللی دست یافت. این تفاوت نگاه به همکاری حاصل اختلاف نظر این دو مکتب دربارة دستاوردهای مطلق و نسبی است. از این رهگذر، با به‌کارگیری این دو دیدگاه در حوزة مبادلات انرژی به دو نگاه متفاوت «خودکفایی انرژی» و «وابستگی متقابل انرژی» رسیده‌ایم. در قدم بعدی، با عملیاتی کردن این نظرگاه‌ها در مبادلات نفت و گاز ایران طی سال‌های 1995 تا 2005 به‌عنوان نمونة پژوهشی، و نیز با استفاده از آمار و ارقام منتشر شده، درستی این فرضیه را نشان داده‌ایم که مبادلات نفت و گاز در چارچوب نظام مبتنی بر وابستگی متقابل انرژی به همکاری‌های بین‌المللی (با) ایران منجر شده است.

چکیده [English]

The initial discrepancy of "Neorealism" and "Neoliberal Institutionalism" refer to
the matter of cooperation in international relations. This is because, the first yieldes
relative gains, while the latter accountes on absolute gains in cooperative
atmosphere. Also, Neoliberal Institutionalism, unlike Neorealism, believes that with
the help of international institutions, one can gain international cooperation. The
second step of this argument is structured around the competing views of "energy
independence" and "energy interdependence" regardes. Then we apply this
framework to Iranian oil and gas trade structure with current statistics to support the
validity of cooperation from energy interdependence point of view.
