لابی کوبا در سیاست خارجی آمریکا

چکیده

سیاست آمریکا در قبال کوبا از سال 1962 تا 2014 ثابت مانده و این امر با وجود تغییرات متعددی است که سیاست این کشور و همچنین نظام سیاسی بین‌الملل در طول این سال‌ها داشته است. صاحب‌نظران یکی از مهم‌ترین علل این امر را قدرت لابی کوبا در آمریکا می‌دانند. منابع قدرت لابی کوبا و نحوة شکل‌گیری آن، سیاست‌های اتخاذ‌شده توسط لابی کوبا و مهم‌ترین موفقیت‌های عملی این لابی در عرصة سیاست خارجی آمریکا، علت اهمیت لابی کوبا و کوبایی‌تباران در سیاست داخلی آمریکا، سیاست‌های کنونی آمریکا در خصوص کوبا و همچنین چشم‌انداز لابی کوبا، مطالبی است که در این نوشتار بررسی می‌شود. در انتها نیز نتیجة این بررسی‌ها به‌صورت خلاصه بیان می‌شود. واقعیت این است که گروه کوچک کوبایی‌تباران با انسجام درونی و پیگیری هدفی واحد توانسته‌اند بر سیاست آمریکا در قبال کوبا اثر چشمگیری بگذارند و آن را به‌سمت منافع خود هدایت کنند.

چکیده [English]

Since 1962 and despite a lot of changes in American policies and international political system during these years, U.S foreign policy toward Cuba was fixed and based on containment and pressuring on its government. Power of Cuban lobby is one of the most important reasons of this matter. Sources of power and the way this lobby was formed, its political agenda and considerable successes in U.S foreign policy, the reason of importance of Cuban lobby and Cuban-American in domestic politics of the United States, current U.S politics toward Cuba and prospect on Cuban lobby in U.S politics are mentioned in this essay. Actually, a small group of Cuban-American with internal solidarity and specific objects effects U.S foreign policy toward Cuba and conducts it in favorite direct.
