بررسی مفاهیم پارادایم، مرجعیت و ائتلاف حامی در تحلیل سیاستگذاری عمومی

چکیده

سیاستگذاری عمومی فرایندی پیچیده و چندبعدی است و عوامل متعددی بر آن تأثیر می‌گذارند.هدف تحلیل سیاستگذاری شناخت این عوامل و متغیرهاست. یکی از رویکردهای مهم در تحلیل سیاستگذاری عمومی، بررسی نقش ایده‌ها و ارزش‌ها در سیاستگذاری عمومی است. این رویکرد به‌دنبال پاسخ به این پرسش است که چگونه ایده‌ها به سیاست‌ها و قوانین رسمی تبدیل می‌شوند و در نهایت در جامعۀ مورد نظر به مرحلۀ اجرا در می‌آیند. در این زمینه سه مفهوم پارادایم سیاستگذاری توسط پیتر هال، مفهوم مرجعیتتوسطپیر مولر و مفهوم ائتلاف حامی توسط پل ساباتیر ارائه شده است. این پژوهش براساس چهار مؤلفه (اصول اساسی، اصول مشخص، شیوه‌های اقدام و ابزارها) به بررسی و مقایسۀ این سه مفهوم می‌پردازد و نقش ارزش‌ها و ایده­ها را در تحلیل سیاستگذاری عمومی تبیین می‌کند.

Abstract
The process of public policy is a complicated and multidimensional process that affected by several factors. The purpose of policy analysis is analyzing such factors and variables. One of the major approaches in policy analysis is the studding the role of ideas and values in public policy. This approach seeks to answer the question of how ideas are turned into policies and rules and finally, be implemented in a given society. In this regard have submitted three concepts. The policy paradigm by Peter Hall, the policy referential by Pierre Muller and the advocacy coalition by Paul Sabatier. This research based on four components (basic principles, specific principles, course of action and tools) has compared these concepts and then in the path has been clarified the role of ideas and values in public policy.
