نظریۀ پیچیدگی و آشوب: چرخشی نوین در تبیین تکامل شبکه‌های منطقه‌ای

چکیده
شکل‌گیری و تکامل سیستم‌های بین‌المللی و منطقه‌ای، از پرسمان‌های مورد کشمکش در ادبیات روابط بین‌الملل است. در این پهنه، نظریه‌های گوناگونی به این پرسمان پرداخته‌اند؛ ولی بی‌توجهی به مدل تکامل در وضعیت پیچیدگی و آشوبی و انگاشتی خطی از شکل‌گیری شبکه‌های منطقه‌ای، آنها را از تبیین واقعیت‌های نوین دور کرده است. نظریۀ پیچیدگی و آشوب، چرخشی نوین را در پرسمان شکل‌گیری و تکامل شبکه‌های منطقه‌ای سبب شده است. به همین علت پرسش بنیادی مقاله بر محوریت این پرسمان شکل می‌گیرد که مدل نظری شکل‌گیری و تکامل شبکه‌های منطقه‌ای بر پایۀ قواعد پیچیدگی، از چه عناصری شکل ‌گرفته است. نویسنده بر این باور است که نیروهای بنیادین و فشارها، واحدها را وارد سیستم‌هایی با ویژگی چندپیکری کرده و پس‌ از آن دینامیک تکامل و ویژگی‌های نوظهور سیستم در حال تکامل ره‌آورد نوآوری‌های ارتباطی است؛ پرسمانی که سبب شکل‌گیری سازه‌ها و الگوهای نظم نوظهور منطقه‌ای می‌شود. سیستم چندپیکری، فشارهای داخلی و سیستمی، خوشه‌ای شدن نظم، ترکیب خوشه‌ها در قالب سیستم چندپیکری، هم‌افزایی و سیکلی بودن فرایند حیات سیستم و سیالیت در شکل‌بندی، از قواعد بنیادی تکامل و شکل‌گیری سازه‌ها و الگوهای نظم منطقه‌ای نوظهورند. این مقاله مدل نظری را برای ملاحظۀ تکامل در حوزۀ نظم‌های منطقه‌ای بر پایۀ نظریۀ پیچیدگی پیشنهاد می‌کند.

چکیده [English]

The evolution of regional and global systems is one controversial subject in international relations literature. Traditional and linear imagine to forming of global and regional systems will throw distance between current theories and new realities. Theory of complexity and chaos by attention to these realities is a new turning point in explaining evolution of regional networks.The complexity theory have been slowly making their way into international relations (IR), and will extend our understanding of the dynamics of international politics. In this respect the article wants to suggest a new perspective on evolution of systemic orders. Author argues that fundamental forces and pressures cause the enternce of states to multi body system and then evolution dynamic and emergent features of evolving system are resulted by relational inovations which make new constructions and emergent order patterns. This article argues for a relational ontology belives that complex interactions among the elements of an assemblage can produce emergent regional construction and order and in continue these emergent effects themselves reshape the system’s elements.
