Historically the simultaneous quest for security and development in Iranian foreign policy was paradoxical in nature. Since improving security meant losing development opportunities and efforts to boost development results in security costs. This situation corresponds to bigger challenge of security-development nexus. For Iranian policy makers in various historical epochs, determining the true relations of those two concepts was an essential challenge. This article by theoretical exploration of various security-development nexus's and further case study of Iranian-Soviet relations during 1961-1979, intents to clarify the problem of security-development nexus in a broader Iranian foreign policy. Iranian-Soviet relations reveals that Pahlavi Regime used the securitization of development as a model for responding to both security and development demands. The model results in a misbalance of security and development in Iranian foreign policy. The lack of coherent policy making process which could coordinate developmental tasks with security concerns, results in failure of the both policies.
