توسعة اقتصادی سنگاپور براساس الگوی دولت توسعه‌گرای دموکراتیک

چکیده

توسعه به‌عنوان مفهومی اساسی در علوم اجتماعی و سیاسی همزمان با تغییرها و دگرگونی‌های عمیق جوامع انسانی از نظر مفهومی و نظری و نیز به‌صورت عملی سیر تحول گسترده‌ای را پشت سر نهاده و پس از آنکه مدت‌ها تحت تأثیر اثبات‌گرایی، تغییرهای کمّی را در حوزه‌های اقتصادی و سیاسی بررسی و دنبال می‌کرد، به‌تدریج در قالب اقتصاد توسعه و اقتصاد سیاسی شاهد تغییرهای اساسی و کیفی در ایستارها و ساختارها بود و مطالعات چندرشته‌ای حول محور توسعه شکل گرفت، تأکید ویژة این مقاله بر طرح یک نظریة جدیدتر در مطالعات توسعه است؛ نظریة دولت توسعه‌گرا. در حقیقت به ناتوانی نظریه‌های پیشین توسعه در تبیین تحولات چشمگیر توسعه‌ای شرق و جنوب شرق آسیا بازمی‌گردد. این نظریه در بررسی دلایل این موفقیت‌ها، نقش برجستة دولت در توسعة اقتصادی این کشورها را برجسته می‌بیند. به همین دلیل دولت را به‌عنوان عامل نخست موفقیت این کشورها به کانون مطالعات توسعه بازمی‌گرداند. این مقاله، با روش توصیفی-تحلیلی و گردآوری اطلاعات، با استفاده از منابع کتابخانه‌ای و اینترنتی در زمینة توسعة اقتصادی کشور سنگاپور به تحلیل یافته‌ها می‌پردازد. تلاش ما پاسخگویی به این پرسش محوری است که بر پایة نظریة دولت توسعه‌گرا، کشور سنگاپور در رشد و توسعة اقتصادی خود از چه مؤلفه‌ها و راهبردهایی بهره برده است؟ در این زمینه، با مرور آرای برخی نظریه‌پردازان دولت توسعه‌گرا و با تأکید بر دیدگاه آدریان لفت‌ویچ، تبیینی سیاسی- جامعه‌شناختی از تجربة توسعة این کشور ارائه شده است. شاخص‌های برگزیدة دیدگاه لفت‌ویچ (نخبگان توسعه‌گرا، دیوانسالاری کارامد، جامعة مدنی ضعیف، رابطه دولت و طبقات اجتماعی) و نیز مدیریت منافع بخش خصوصی و بهره‌گیری از ابزار سرکوب، بررسی شده‌اند. نتایج نشان می‌دهد برمبنای الگوی دولت توسعه‌گرا، فرایند اقتصادی این کشور، دولت‌محور و برپایة راهبرد تنوع‌بخشی (تکیه بر مزیت‌های صنعتی و خدماتی) و برندسازی قرار داشته است.

چکیده [English]

Development is one of the concepts in the social science and political science. It has been changed deeply in theoretical dimensions and has been discussed much based on different experiences of many developing countries around the world. Finally in the context of political economy and economic development this concept and related theories new patterns have been emerged. Now beyond these fields, political development and human development have opened new debates about these theories: developmental state theory. This model is an effort to explain the causes and mechanism of development in Singapore, based on this theory. Developmental state theory focus on the role of state based on the process of development of East and South East Asian countries. In this regards the authors survey policies and programs of Singapore’s state. In this paper after review on different main theorist of development, they focus on some ideas of these people. With stress on Leftwich’s outlooks, the authors see the state as the main source and mean of development. They examine the experiences of Singapore’s state to fulfill economic development programs to show the aspects of this model.
